About Us
The Department of Community and Economic Development (DCED) is responsible for administration of the Community Development Block Grant (CDBG) and Housing Investment Partnership Program (HOME) Programs for the City of Albany, Georgia. In partnership with nonprofits, developers, and partnering agencies, DCED annually undertakes eligible activities which must meet one of HUD's National Objectives: (1) Benefit low- and moderate-income persons, (2) Aid in the prevention or elimination of slums and blight; or (3) Address an urgent need such as a serious and immediate threat to the health or welfare of the community.
CDBG Funding may be used for activities which include, but are not limited to:
- Acquisition of real property
- Rehabilitation of residential structures
- Commercial façade improvements
- Construction of public facilities and infrastructure improvements
- Public services
- Economic development activities
HOME Funding may be used for activities which include, but are not limited to:
- New Construction of Housing
- Rehabilitation of Housing
- Conversion for Housing
- Site Improvements (on-site)
- Relocation Costs
- Refinancing
- Tenant Based Rental Assistance (TBRA)
CDBG and HOME Funding is targeted primarily to three neighborhood revitalization strategic planning areas within the City:
- Enterprise Neighborhood Revitalization Strategy Area
- South Albany Neighborhood Revitalization Area
- East Albany Neighborhood Revitalization Area

City of Albany to Solicit Proposals for CDBG Funding
The City of Albany, Department of Community and Economic Development (DCED) seeks proposals for 2024-2025 Community Development Block Grant (CDBG) Public Service funding from nonprofit organizations with IRS 501(c)3 status who seek to provide quality community services to low and moderate-income (LMI) residents of Albany, Georgia. Eligible services include but are not limited to Employment Services, Childcare, Education Programs, Homeless Services, Recreation Services, Health Services, Crime Prevention, Public Safety, Substance Abuse Counseling/Treatment, and Senior Services.
All agencies interested in submitting a response to the Request for Proposals are strongly encouraged to attend the Competitive Grant Workshop on Tuesday, February 13, 2024, from 9:30 a.m. to 11:30 a.m. at the Microbusiness Enterprise Center, which is located at 230 South Jackson Street (First Floor Conference Room). There is no charge for this workshop.

The application for funding will be available January 29, 2024. This RFP is available online to the public and must be completed online at the following link: https://portal.neighborlysoftware.com/ALBANYGA/Participant. This portal will close at 4:00 P.M. on Friday, March 1, 2024.
