Terrell Jacobs, MPA, ICMA-CM

Terrell has over 30 years of experience in local government with several communities in the State of Georgia.  He started his career in local government as a planner at Coastal Regional Development Center, then as Human Resources Director at the City of Waycross where  he  was  promoted  to Assistant City Manager. In that role, he led Finance, Human Resources Management, and  all  administrative  services.   After Waycross, he went to Athens-Clarke County Unified Government where he was the Assistant City Manager. He served in his first City Manager position at Union City, near Hartsfield-Jackson International Airport.  After several years with Union City, he wanted to move closer to his parents and accepted the position of City Manager with the City of Douglas, where he stayed for nearly 12 years.

In 2018, Terrell went to work at Georgia Municipal Association as a Member Services Consultant, where at one point he was responsible for assisting half of the municipalities in the state of Georgia with their operational needs.

Terrell earned a Bachelor of Arts in political science and a Master of Public Administration degree, both from Valdosta State University. He has been a credentialed manager with the International City County Management Association for more than 20 years. He has served on the Municipal Electric Authority of Georgia Board for more than 12 years. Additionally, he has served on industrial development authorities, hospital authorities, and many other boards within the communities that he has lived and worked.

Dr. Angela Jenkins-Jacobs, DNP, is his wife of more than 34 years. They have three daughters, Tyler, Lauren, and Chelsey (TLC) and four grandchildren Noah, June, Cameron, and Terrell.

He is a life member of Alpha Phi Alpha Fraternity, Incorporated. He is a Deacon and has been an active member of churches where he lived and worked as well. Terrell is a servant leader at heart and serving people is his ministry.
