Comprehensive Plan (2016-2026)

The Albany-Dougherty County Comprehensive Plan is organized around a framework of government policy which is used to guide the growth of the community. The Comprehensive Plan is one part of an ongoing planning process that seeks to insure the provision of adequate facilities and services to support anticipated growth. Updating plans for transportation, economic development, housing and land use is an integral part of the Comprehensive Plan.

Flint River Trails Master Plan & Implementation 

The Flint River Trails master plan identifies over 20 miles of multi-use trails, including proposed areas for mountain bike and equestrian trail expansion as well as improvements for canoe and kayak access. This trail system has something for everyone and has the potential to change the landscape around Dougherty County forever.  Please view our map of the Flint River Trail System.

Albany-Sasser Rail Trail Corridor Study

 The Albany-Sasser Rail Trail Master Plan proposes a 12’ wide asphalt greenway trail system from downtown Albany to Sasser along a 100’ wide 13.62 mile abandoned rail corridor. This trail will feature connections to neighborhoods, parks, shopping, and other public facilities. This document details opportunities to enhance the railroad corridor with trailhead access points, spur trail connections, and trail routes needed to connect the greenway trail to Albany’s existing Riverfront Trail.


 

ShilohHarlem Revitalization Plan

The City of Albany has recently developed a Downtown Master Plan to outline a clear vision and achievable action items to facilitate and attract the best quality development and redevelopment. The Harlem Revitalization Plan was apart of this Master Plan and discusses the history and existing conditions that impact the area. This plan discusses the vision and goal established by the community, and revitalization recommendations for the future of Harlem.

 


 

 East Albany Revitalization PlanThorton

The purpose of the East Albany Revitalization Plan is to set forth an implementation plan for specific improvements that build upon the vision established by the East Albany community in previous and current planning efforts. The Revitalization Plan seeks to create successful outcomes for families through increased opportunities for quality education, expanded access to employment, training, health services, recreational and youth. The East Albany Revitalization Plan is an update to the City’s East Albany Redevelopment Plan that was adopted by the City per Resolution 01-R106 on January 24, 2001.

South Albany Revitalization Plan 

The South Albany Revitalization Plan is an update to the plan of 1996. The Revitalization of South Albany is an essential in addressing increasing levels of poverty, deteriorating neighborhood conditions in concentrated areas, a lack of quality affordable housing, and declining economic growth to generate jobs to sustain its communities. The complexity of these issues require a comprehensive approach to neighborhood revitalization in the most critical neighborhoods of South Albany. A holistic approach that encompasses development of quality housing, creation of jobs, safe communities, access to quality healthcare, attraction of essential businesses, and increased educational attainment is essential in confronting these challenges.


Albany Enterprise Redevelopment Plandowntown_views

The Albany Enterprise Redevelopment plan concerns the Enterprise Area, a community including downtown Albany and residential areas to the north and southwest of the city’s core. The neighborhood’s assets, needs, and opportunities are described and mapped in detail within this plan, which also sets goals and outlines strategies for ongoing investment in Enterprise that will advance the area’s revitalization. The Albany Enterprise Redevelopment Plan is designed to simultaneously meet both standards which affords the City significant advantages and flexibility

Dougherty County Hazard Mitigation Plan

The scope of the Dougherty County Hazard Mitigation Plan Update encompasses all areas of Dougherty County, including municipalities. The Plan identifies all natural and technological hazards that could threaten life and property in Dougherty County. The scope of this Plan includes both short and long-term mitigation strategies with implementation and possible sources of project funding. The Dougherty County Hazard Mitigation Plan Update is the first phase of a multi-hazard mitigation strategy for the entire community.

The Albany-Dougherty Resiliency playbook encapsulates a practical resiliency plan for Albany and Dougherty County, Georgia.  Albany and Dougherty County have been subject to considerable disruptions and damage to their public and private infrastructure and services due to climate-related, health and human-made events in recent years. The playbook serves to guide actions by which Dougherty County together with the City of Albany and their local partners can implement steps throughout the resiliency cycle to address gaps in the areas’ resiliency, prioritizing policy and infrastructure changes – and to arriving at more resilient and sustainable future.
